The idea of ‘mixed-income’ or ‘mixed-tenure’ communities as a tool for community development has long precedence in New Zealand policy-making. It is at the centre of the political stage today, as the new agency Kāinga Ora commits to building communities with a mix of private and public housing. This study draws on historical research, interviews with key informants, and quantitative analysis to assess the origins and objectives of the policy, and identify ways to evaluate its impact.
