Wellington City Council, with the help of a grant from the Central Government when Labour was in power, is upgrading its social housing stock. Lara Rapson’s PhD specifically centers around the upgrade of Arlington Apartments Site 2. Using Site 1 and 3 as control groups, this thesis aims to establish the extent to which health, safety and social well-being of occupants is improved due to the upgrade of Site 2.
